Crow says They're a personal base everyone builds in the first real leveling zone, with a few options and perks. You go out and recruit followers, then send 'em out on missions, and more.

Crow says Dude I love it so much, I haven't left my Garrison in ages after hitting 100. My guild's revving up for raids and getting geared. o:

I will be a bit absent minded as I have just got World Of Warcraft back! My work has even noticed a lack of general discussion with me and trying to keep my mind on work! Sorry if I start speaking WoW to you! Another thing, I have started working on the profiles for my current pets, and will have them open for RP soon enough! So, more absentmindedness on my part!
