Creator of all, Deus is the Sovereign Queen of the kingdom of Heaven. She was betrayed by her consort Zerachiel and, going against her own love for him, cast him out of Heaven. She grew angry and distressed over the years, blaming herself for the betrayal, even going so far as to lock herself up in her chambers so her angels wouldn't see her cry.
When Zerachiel breached Heaven with the aid of the denizens of the Netherplane, Deus was at first enraged and threatened to end his existence. However, she changed her mind when she looked down on Earth for the first time in ages, and her people gazed back up at her with complete awe in their eyes, reveling in the presence of their creator. As they all bowed before her, tears came to her eyes, and she was humbled by the warmth the sight of her children filled her with.
It was this that Zerachiel had wanted to accomplish all along. He wanted her to see that letting her people look at her did some good in their lives. It helped keep them along a straighter path knowing their creator stood among them. In a benevolent move, she ordered the freedom of the souls trapped in the Netherplane and reverted them back to their former selves.
